The Government of Goa implemented a landmark initiative to improve equitable access to education and digital resources by establishing a statewide library network for children and adolescents, funded by ₹74.70 crore under the Special Assistance to States for Capital Investment 2023–24.

The completed scope includes the construction of 78 brand-new libraries in Gram Panchayats, along with the renovation and conversion of 79 existing Panchayat buildings and 11 municipal buildings into fully functional learning spaces. Each facility was designed with compact and efficient layouts of up to 500 sq. ft., ensuring optimal usability and reach even in smaller rural locations.

All library structures were upgraded with digital-ready infrastructure including computer access, power and networking provisions, and flexible space planning transforming them into lively community learning hubs. The project succeeded in creating environments where young learners can explore reading, technology, collaboration, and creativity with confidence.

To ensure professional delivery, M/s ITG led implementation in coordination with multiple empaneled architectural and construction partners who managed district-wise development. Detailed 3D plans and modular container-based construction solutions were used wherever rapid deployment was required.

With all targeted libraries completed and operational, this initiative now provides a sustainable and inclusive network of knowledge centers across Goa. It stands as a major achievement in the state’s commitment to educational growth empowering children and adolescents with resources that support academic excellence, digital literacy, and lifelong learning.
